CONSIDERING AN INTERNATIONAL GROWTH OPPORTUNITY?

CONSIDERING AN INTERNATIONAL GROWTH OPPORTUNITY?

Whether you are assessing a market, looking for the right ecosystem or testing where your technology could gain traction, XL Consulting can help determine the most useful next step.

01 · MARKET ENTRY & LOCAL CAPABILITY BUILDING

Building a UK Operation for a China-Headquartered Games Marketing Agency

RS Listen → RS UK · China → United Kingdom

Supporting a specialist games marketing and PR agency to establish its UK presence, build local capability and connect into its target industry ecosystem.

RS Listen entered the UK with established games-industry expertise in China but needed to translate that capability into a credible local operation.

XL Consulting supported the development of RS UK across location, recruitment, operational infrastructure, business development and industry ecosystem engagement — delivering directly where appropriate and coordinating carefully selected specialist partners where specific professional expertise was required.

THE OPPORTUNITY

For an international company, establishing a legal entity is only one part of entering a new market.

RS UK needed to build several capabilities in parallel: a local base, its first UK team, appropriate people infrastructure, commercial relationships and credibility within the UK games industry.

The challenge was therefore not simply to establish a company. It was to build the foundations of a functioning UK operation.

WHAT IT DEMONSTRATES

Market entry is not complete when the company is registered. Sustainable international growth requires local capability — people, infrastructure, relationships and credibility.

“The objective is not simply to establish a company in the UK. It is to build a UK operation capable of participating credibly in its market.”

02 · MARKET & ECOSYSTEM NAVIGATION

UK Innovation & Investment Delegation to China

Shanghai · Hefei · Hangzhou · 2025

Helping UK organisations understand where and how to engage with different Chinese innovation and commercial ecosystems.

XL Consulting founder Isabel Li contributed to the design, organisation and delivery of a multi-city UK innovation and investment delegation to China, working alongside IMA, Nouvelles d’Europe and partners across China.

The programme combined market discovery, business engagement and direct exposure to three distinctly different innovation ecosystems.

THE OPPORTUNITY

International companies often approach China as one large market. In practice, different cities — and different districts within those cities — offer very different combinations of industry, investment, technology and institutional support.

The programme was designed to help participating organisations understand where opportunities might exist and which ecosystems were most relevant to their objectives.

During London Tech Week 2026, XL Consulting collaborated with the China-Britain Artificial Intelligence Association (CBAIA) and partners to develop From AI Hype to Deployment, an official London Tech Week fringe event held at the UK Parliament.

Developed from concept to delivery within six weeks, the programme brought together technology, investment, professional services, regional economic development and international innovation perspectives.

THE OPPORTUNITY

The objective was not simply to create another conversation about AI.

The programme explored what happens after technology attracts attention: how companies demonstrate real-world value, establish credibility, approach new markets and identify the ecosystems that can support international growth.

XL CONSULTING’S ROLE

PROGRAMME & CONTENT DEVELOPMENT — Helping shape the commercialisation narrative and programme structure.

PARTNERSHIP DEVELOPMENT — Bringing relevant organisations into the collaboration, including Gatwick Diamond, and securing Shoosmiths as a sponsoring partner.

SPEAKER & AUDIENCE ENGAGEMENT — Helping identify relevant contributors and build an audience across technology, investment, professional services and international business.

MODERATION — Founder Isabel Li moderated two of the three panel discussions.

WHAT IT DEMONSTRATES

International commercialisation is collaborative by nature.

The value often lies in understanding which organisations and capabilities need to come together around a commercial objective — and creating the conditions for those relationships to become useful.

“Start with the commercial objective. Bring together the right capabilities. Build the pathway from there.”

04 · INNOVATION SCOUTING & VALIDATION

Shanghai Oasis Challenge

UK · Shanghai

Connecting UK innovators with real-world environments in which to test, validate and demonstrate emerging technologies.

XL Consulting worked as a UK ecosystem partner for the Shanghai Oasis Challenge, scouting innovative companies whose technologies could potentially benefit from real-world application scenarios and testbeds in Shanghai.

THE OPPORTUNITY

For emerging technology companies, developing the technology is only part of the commercialisation journey.

Before securing further investment or scaling, companies may need evidence that their technology works in a real operating environment, addresses a genuine industry challenge and can create measurable value.

For some companies, the right first step into an international market may therefore be a testbed, pilot or validation opportunity rather than an immediate sales push.

HKTDC Start-up Express International · Global Partner

Scouting promising early-stage technology companies across the UK and Europe for a structured pathway into Hong Kong’s innovation ecosystem and wider regional opportunities.

Start-up Express International is an initiative of the Hong Kong Trade Development Council (HKTDC), created to connect promising overseas start-ups with Hong Kong and strengthen links between international innovation ecosystems.

XL Consulting joined the programme as a Global Partner, identifying and recommending early-stage technology companies from the UK, Germany and Ireland.

One company recommended by XL Consulting progressed to the programme’s Top 30.

THE OPPORTUNITY

For an early-stage technology company, international expansion does not necessarily begin with establishing an overseas office or immediately pursuing sales.

A structured international programme can provide a lower-risk way to understand a new ecosystem, build relevant relationships, gain visibility and assess whether a market could support the company’s next stage of growth.

Start-up Express International connects overseas innovators with Hong Kong’s business and innovation ecosystem, with the wider objective of helping international start-ups explore Hong Kong and opportunities across the Greater Bay Area and regional markets.

XL CONSULTING’S ROLE

INNOVATION SCOUTING
Identifying promising early-stage technology companies with international growth potential.

CROSS-MARKET SOURCING
Extending the search beyond the UK and recommending companies from the UK, Germany and Ireland.

OPPORTUNITY MATCHING
Assessing potential candidates against programme requirements and considering whether the opportunity aligned with their stage and international ambitions.

FOUNDER ENGAGEMENT
Helping relevant founders understand the strategic value of the opportunity and encouraging suitable companies to participate.

WHAT IT DEMONSTRATES

Innovation scouting is not simply about finding interesting companies.

The value lies in understanding what an international opportunity can offer, identifying companies at the right stage and matching them with an ecosystem relevant to their next phase of growth.

“Finding promising innovation is only the beginning. The value lies in matching the right company, at the right stage, with an ecosystem that can support what it needs to achieve next.”
